Submission Deadlines and Entry Fees
Notice: All films submitted will be screened during the festival! (provided they follow the regulations below)
Final Deadline: March 20, 2010 35 US-Dollar/25 Euro/200 EGP/25 GB
For parcels we receive from within Egypt the participation fee is 50 EGP.
Regulations:
Films must fit into one of the categories.
All films/documentaries shot after the 31st December 2005 and submitted in DVD format are eligible for the festival.
Films submitted to another Culturewheel event before will not be taken into consideration.
Filmmakers are to be held responsible for using only original materials or otherwise obtaining permission from the owner. El Sawy Culturewheel cannot be held responsible for plagiarism.
All films must be submitted in English or Arabic or subtitled in English or Arabic.
When submitting to the Youth or Student category, the film’s director must have been the appropriate age or younger at completion of final editing.
Short film must be of duration less than 20 minutes.
Student/Diploma films cannot be considered as Director’s first film.
The festival authorities will have the right to retain a DVD copy of the Film/Video to screen in different cities of Egypt on non-commercial basis for one year after the film festival.
For promotional/publicity purposes, excerpts from any film entered in the festival may be shown on any Television network/Internet or related media. We kindly ask you to send us photos and other materials or even trailers if possible.
Entry forms with incorrect/inadequate/ambiguous particulars will not be considered.
DVDs submitted for selection will be considered as final and no changes will be entertained after submission. It is the sole responsibility of the applicant to submit DVD’s without any physical/quality defects.
Every film we receive will be watched by the judges. However we cannot screen films that are likely to offend sentiments, feelings or sensibilities of any community or religion and films that are likely to promote racism or ill will in the society. Please also consider that due to the Egyptian sentiments we cannot show sexual scenes. If you want your movie to be screened for the public, kindly send us a second edited copy before the 15th of March 2009.
A complete screening schedule of the films will be put up on the El Sawy Culturewheel website by the middle of March. All films will be screened during the 4 days festival.
Participation in the Festival implies acceptance of these Regulations.
Decisions of the Festival Authorities regarding all matters not expressly provided for in these regulations or which require interpretation of the clauses mentioned above shall be final and binding on all parties.
Film Submission Types:
Notice: Films may not be submitted to more than one category
Student Submitted Film: The film’s writer, director and editor must all be under 25 years of age. People over 25 may participate in the filming as actors, crew and general advisors, but they may not write the script, handle the camera or edit the film. Filmmakers who are 18 years of age or older may submit to the General Category if they prefer, but they may not submit to both Student and General Categories.
General (Regular) Submitted Film: The film’s writer, director or editor was over 25 years of age at completion of final editing.

Submission Process (will be sent to you after we receive your registration)
- Fill out the application form (a link will be found at the end of this page to direct you to the form)
- Send your film to our partner in Vienna, Austria and then you will receive an email with the concrete address after sending in your application. Only Egyptian residents can send their films to our Egyptian address. Films that are sent to our Egyptian address from abroad will not be taken into consideration.
- Transfer the registration fee to El Sawy Culturewheel (you will receive an email with the HSBC bank account number after sending in your application)
Judging Process:
There will be four judges, two of which are teaching in Cairo’s film institute. The other two are well known names in the Egyptian film industry.
